Indonesia is exploring a strategic partnership with Russia to develop advanced maritime technologies, including hovercraft, hydrofoil vessels, and energy-efficient fishing boats, officials announced on Thursday.

Coordinating Minister for Infrastructure and Regional Development Agus Harimurti Yudhoyono (AHY) said Russia’s long-standing expertise in shipbuilding could play a key role in enhancing Indonesia’s maritime industry and strengthening the domestic supply chain for ship components.

“We want to explore cooperation with Russia in developing hovercraft, hydrofoils, fishing vessels, and high-speed ships that are efficient and environmentally friendly,” AHY stated during a bilateral consultation between the Indonesian government and the Maritime Council of the Russian Federation held in Jakarta.

He noted that Indonesia had already taken concrete steps to boost maritime capabilities through technical training in port operations and shipyard modernization programs.

The potential collaboration between Indonesia and Russia also includes joint research on port efficiency, renewable energy applications in shipyards, and the sustainable utilization of marine and fishery resources.

Under a newly signed memorandum of understanding (MoU), both sides agreed to strengthen cooperation in six key areas: maritime transport capacity, technology transfer, energy transition, scientific and technical collaboration, environmentally friendly port infrastructure, and maritime education and training.

The MoU further emphasizes advancing the shipbuilding industry and ensuring the sustainable management of marine resources. “This MoU framework is designed to ensure concrete, innovative, and sustainable cooperation between the two countries,” AHY said.

Chairman of the Maritime Council of the Russian Federation Nikolai Patrushev reaffirmed Russia’s readiness to support Indonesia’s ambition of becoming a global maritime hub.

“Russia has extensive experience in industry, knowledge, and technology. We are ready to share that experience,” Patrushev stated.

Officials from both countries emphasized that the discussions reflect a growing bilateral interest in maritime cooperation, particularly amid rising global demand for greener and more resilient shipping technologies.
