His Majesty King Mohammed VI, chaired a Council of Ministers on Sunday, October 19, 2025, at the Royal Palace in Rabat, according to a statement from the Royal Office.
The 2026 Finance Bill carries strong political and economic messages that express the Moroccan state’s desire to renew trust with citizens and consolidate human development as the most effective approach to building the future.
The Ministerial Council, chaired by King Mohammed VI, approved an unprecedented $15 billion budget allocated to the education and health sectors, with the creation of 27,000 new jobs in these two vital sectors.
It is a step that reflects a clear strategic vision that places human beings at the center of public policy and affirms that the dignity of citizens is at the core of the Kingdom’s development project. Education and healthcare are not merely social services provided out of obligation; rather, they are two essential pillars for achieving social and spatial justice, strengthening national cohesion, and renewing the social contract between state and society.
In a world facing growing economic crises and geopolitical fluctuations, Morocco has chosen to confront challenges by investing in people. While many countries are reducing social spending due to financial pressures, Morocco is expanding this spending, despite its limited resources compared to major European countries.
When we compare this financial effort with countries like France, Spain, and Italy, whose GDP exceeds one trillion dollars, we realize that Morocco offers a unique model in prioritizing development, where development is measured by the quality of life of citizens, not by the size of budget figures.
The allocation of 27,000 jobs in the education and health sectors is not merely a technical measure; it is a political and social message addressed to Moroccan youth, conveying that the state is counting on their competence and commitment to serving the nation. This step aligns with the royal directive to encourage youth political participation, restore confidence in public service, and transform public services into spaces for quality performance and citizen service.
Building the future is not achieved through slogans or speeches, but rather through practical action and tangible results. Hence the importance of the 2026 budget, as it is a practical translation of the royal vision to renew the social contract by directing public investment toward what touches the daily lives of Moroccans and strengthening the presence of the social state that protects, empowers, and qualifies.
The real challenge today remains the proper management of financial resources and directing them toward realistic projects that make a difference on the ground. The political will is clear, the royal vision is defined, and what citizens expect is to see the impact of these decisions in the form of a quality public school, a hospital that provides compassionate services, and decent employment that ensures family and social stability.
