Vietnamese Lawmakers Discuss Key Draft Laws to Align Judicial Regulations with Two-Level Local Administration Model

Lawmakers are set to deliberate on a series of important draft laws during the 15th National Assembly (NA)’s 10th session on Tuesday, with discussions focusing on synchronising judicial regulations to correspond with the two-level local administration model.

During the morning sitting, the National Assembly is expected to hear proposals and verification reports on several major draft laws, including the amended Construction Law, the Law amending and supplementing several articles of the Law on Geology and Minerals, the Law amending and supplementing certain provisions of laws in the fields of agriculture and environment, the revised Law on Tax Administration, the amended Law on Personal Income Tax, and the Law on Thrift Practice and Wastefulness Combat.

In addition, the legislature will also consider the draft amended Law on Civil Judgment Enforcement, the draft amended Law on Judicial Expertise, and the Law amending and supplementing several articles of the Law on Corruption Prevention and Control.

Following these presentations, deputies will engage in group discussions on other crucial bills, including the draft Law on Temporary Detention, Custody, and Restriction of Movement, the amended Law on Criminal Judgment Enforcement, and the Law amending and supplementing several articles of the Law on Criminal Record.

According to Government reports, the implementation of existing laws has exposed a number of limitations, inconsistencies, and outdated provisions that no longer meet the current requirements of State management.

Furthermore, in line with the ongoing reorganisation of the State apparatus and the adoption of the two-level local administration model—implemented under resolutions of the Party Central Committee, the Politburo, and the National Assembly—the removal of district-level structures within the People’s Public Security Force has necessitated revisions to related legal provisions. These include clarifications of the responsibilities and authority of agencies managing criminal judgment enforcement, temporary detention and custody, and criminal records.

In the afternoon session, lawmakers are scheduled to continue discussions in groups on the draft documents to be submitted to the upcoming 14th National Party Congress.
